October 8. The Grand Vizier has disavowed the recent violent Turkish articles against England. Sulieman Pasha has been deposed from the chief command of the Turkish army in Bulgaria, and is succeded by Ahmed Eyob Pasha, who has ordered him to return to Co ustantinople. Higgins beat Boyd by four lengths in the rowing championship. The Penge convicts deny that they illtreated their victim. Their execution has beeu fixed for October 13.
Gambetta's manifesto has provoked fresh prosecutions. Bombay, October 9. The Russians appear to continue siege works at Plevna. The weather, however, is unfavorable, as it is raining and snowing. Servian diplomatic agents at Stambou! renewed pacific assurances ' Mukbtar Pasha reports that on October 6 the .Russians evacuated their position parallel to ours, retiring towards Arpachi. Their loss during the last three days' lighting was 15,000, ours 2500.
The Grand Vizier's organ scornfully n • jeets a proposal for mediation, and upbraids England with refusing money help. Chefket Pasha's corps has been powerfully reinforced, and has reached West Plevna. The Russians unsuccessfully attempted, with a cavalry force and two' rifle brigades, to intercept, a convoy. Russia has ordered 700 Krupp guns, to be delivered in April next.
Servian hesitation is ascribed partly to fear of a rising at Belgrade and the proclamation of a rival dynasty. The Transylvanian plot has two objects—invasion of Roumania and the rising of the Poles.
The Montenegrin campaign has concluded, with the occupation of Bazani. Prince JS'icholas has written to the Czar, stating he has attained his principal object——delivering the population of Upper Herzegovina, and expressing a hope that the Czar will, on the conclusion of peace, incorporate the district with Montenegro. Four powder magazines exploded on the Sea of Marmora, and many workmen were injured.
