KEFUSAL OF DELE3ATED POWERS. The General Government have refused to confer upon the Duuedin .-.'arbor Board the delegated powers—resigned for that purpose by the Superintendent under very great pressure The General Government appear to be quite aware of the incompetency and extravagance the Board has displayed in their preliminary arrangements ; and, what is more important, are, ii would seem determined, lo check such a waste of the .public estate as appeared only too "'imminent.
