Mr Lowe made his "Budget speech in the House of' Commons to-day. The revenue for 1870 was stated to amount to £76,000,000, tind the expenditure to £71,000,000. Half the Geneva, award is to be paid from iyhe. surplus revenue, and the other half by ' exchequer bills. The duty on sugar is to? be reduced one : half, and Id taken off th.e income tax. April 9th.
