THE SANATORIUM ROAD
BOARD TO SEEK POWER TO RAISE A LOAN.
At yesterday’s meeting of the Fox ton Harbour Board tlie chairman (Mr. .J. Linklator, M.P.), reported on the deliberations of the local committee in regard to the proposed sanatorium road at the beach and said the committee had decided that it would lie in the best interests of nil concerned to adopt the proposal for a permanent road.
The secretary read a -copy of a letter sent to tlie Mannwatu County Council relative to the matter, asking that body to raise a loan for the purpose. Mr. W. E. Barber (chairman of the Mannwatu County Council) said the letter had not arrived in time to be discussed at the last meeting of tlie (Council but lie had explained the position to the Clerk. That official however, considered that there would be difficulties in the way of the Mannwatu County Council raising the proposed loan and advised that a clause be inserted in the WashingUp Bill to empower the Board to raise the loan. The chairman said that he had also discussed the matter with Mr. A. K. Drew, but he did not. think it would be possible to have a clause inserted in the Washing-Up Bill at such a late date. Mr. Drew’s suggestion was that the Foxlon Harbour Board be authorised to raise a. loan of £7OO for ronding purposes on the security of the beach sections. That, would give the Board power to raise a loan without first obtaining tlie sanction of the ratepayers. From his knowledge of the Local (Bills Committee lie knew that it was rather against any loan proposal which did not l-ave the sanction of the ratepayers unless there were special circumstances.
Mr. Perreau said the ratepayers would still lie responsible.
Air. Edwards said he did not think tlie ratepayers would he bound too much if tin l proposal went through. In reply to Air. Edwards, tlie secretary said that the beach ratepayers were already paying a 12/(5 reading rate in connection with the Foxton-Bcach road and were hound to pay up to 15/- per section per annum. The original rending loan was taken up in 1913 and expired in. December 1948. There had been very few section holders at the beach in 1913 and all the Board paid the Afanawatu County Council that year in connection with interest and sinking fund was £22 17/6 leaving a deficit of £3B 1/4 which was met by the Akvahou Riding.
Mr. W. E. Barber said that the Board was actually £490 10/4 in debt to the Manavvatu County Council over the original marling loan. The Board had agreed to pay interest and sinking fund in lie first place. It was decided that the chairman endeavour to have a clause inserted in the Washing-Up Bill empowering the Board to raise a loan of £7OO.
Failing this the matter will again lie taken up with the Manawatu County Council. AIETAL FOR THE ROAD.
Air. R,. 'Bryant suggested that metal for the proposed road could be procured cheaper from the Wbiro'kino metal pit than from the li’aiigitilkei River as provided for in Ihe estimate.
Air. Barber said Whim kino metal would cost between (>/- and 8/per yard and would prove little cheaper than Rangitikei metal and certainly not as good. It was decided to use Rangitikei metal. SANDING THE ROAD. AL'. V. Devine, of Palmerston North, wrote asking when the sanatorium road would be started. Tlie secretary reported that he had advised Dr. Devine of the position.
Air. W. E. Barber suggested that until the road could be put in order sand be spread in the huts. This would gave section hofflers good access to their sections in the meantime as the road was wet and would hold the sand.
Air. Barber’s suggestion was agreed to. CHAIRMAN CON GRATULA TED. Mr. Edwards congratulated the <4iairma.il on tiis stand at tlie local committee meeting in regard to the sanatorium road and said that the mad when completed would do much to popularise tlie beach. RIVER BEACH ACCESS WASHED AWAY. Air. Barber said that the chairman of the Beach Improvement Committee had reported to him that the access to the river beach had been washed away during the westerly gale on Saturday. Air. Bryant: sakl that he had seen tlie wash-out on Saturday and realising the danger constituted to motor traffic, had authorised the filling in of the gap. He thought the cutting should be widened and lascined and the roadway metalled.
Air. Perreau said the road would lie better if shifted over to the fence. If this was done the Beach Improvement Society would subsidise tlie work by between £lO and £2O. Mr. Bryant said that if the road was shifted to the fence line it would be covered with a sand drift. Where it was the wind swept through the cutting and kept it clear.
The chairman considex-ed the Beach Improvement Society wonld be satisfied as long as it got a good road no matter where it was. AIT. Barber said that the Council was prepared to carry out work
