MANAWATU-OROUA RIVERS BOARD.

THE AMENDING BILL REPORTED.

The Local Bills Committee completely rewrote the ManawatuOroua River District. Amendment Bill,- which was reported back to the House of Representatives today, after lengthy consideration by the committee.

The [Bill now provides that ratHig..powers shall he extended for the purpose of providing for the compensation payable by the hoard. Compensation for damage resulting from the River Board’s operations shall include all costs, charges, and expenses', incurred by the hoard. The board is also empowered to agree to the purchase of certain river works when the work is done for the4jenefit olf any separate area, is. adopted as part of a more comprehensive scheme, ojr considered to be necessary for the Board’s operations.

A new procedure is laid down for the raising of a special loan for separate areas, so that the majority of the ratepayers (in any separate area) whose properties in the rate hook are collectively greater in point of capital value than those of the, remainder, may request the River Board to raise the cost of the required work and find the necessary compensation by a special loan under the Local Bodies Loans Act. Their request shall be an authority for the board to raise such a special loan.

Further, the raising of a special loan will have effect of revoking* the separate rate and it shall not be levied.

The boafrd shall not construct any Avorks involving an expenditure 'of more than £IOOO for the benefit of any separate area, if the majority of the ratepayers in that area (Avith - collectively greater capital Amine than that of the remainder) notify the board of their objection udtliin 21 days of the notification of the estimate. ■ , ■'
