FAVOURABLE COMMENT.

Wellington, September 8.

The annual report of the Prisons Department was tabled in the House of Representatives to-day, and was discussed at considerable length, the general trend of comments upon the prisons administration being of a complimentary na'ture. The Minister (the Hon. P. J. Rolleston) in reply, said the policy of the Department was to provide a process of progressive reformation rather than retributive punishment. The effects of that policy might not be fully apparent yet, but he was hopeful that before long it would be plainly evident. The report of the First Probationers’ Act was also laid on the table. Replying to the Leader of the Opposition (Mr. H. E. Holland), the Minister said only about 9 per cent, of the probationers came back. Discussing the Prisons Board report the Minister, in reply to Mr. W- J- Jordan (Manukau) said he could not promise to appoint a woman on the Prisons Board, but he would consider the suggestion.
