A London cable announces that the “seailca,” an air-screw-driven water -'skimmer wherein the French inventor de Basenko, with a crew of three, intends to bounce from wavetop to wavetop to New York, crossed the Channel from Boulogne to Dover in thirty-six minutes, averaging seventy-five miles an hour.
