MR. VEITCH’S BANK BILL,

When Mr. W. A. Veitch (Wanganui) moved the second reading of the Agricultural Bank Bill in the Ilpuse of Representatives to-day, the speaker drew attention to clause 20, which provided for the appropriation of £IOO,OOO by the Government as the capital of the proposed bank. . , . This was not permissible m a private member’s Bill, he said, and so it must be ruled out of ordei.
