RUSSIA TO PAY.
REPORTED AGREEMENT WITH FRANCE.
CZARIST DEBTS
PARIS. June 16. M. Rakovsky. the Russian Minister, is reported to have signed an accord with the French Government regulating the Russian pre-war debt. Russia is to pay annually £2,880,000 for 62 years , • ... It is understood that France will extend to Moscow commercial credits in the neighbourhood of £14,000,000. The agreement ignores private commercial debts, contracted prior to the Revolution.
