FOXTON HARBOUR BOARD.
MONTHLY MEETING. The monthly meeting of the Foxton Harbour Board was held in the Board’s office on Saturday afternoon. Present: Mr J. Linklater, M.P/, (chairman) and Messrs J. A. Nash, E .R. B. Hoblen, J Chrystall, W. Signal, W. E. Barber and the secretary (Mr Roore Rangiheuea). M. West (architect to the Board) was also in attendance. Apologies were received from Messrs Riminer and Olapham. A discussion arose out of the minutes of the previous meeting as to the installing of a two inch water: main in the Board’s new shed at the wharf. Mr. Holben contended it would be dangerous to have hydrants located in the shed itself and suggested that they should be placed outside the building.
After some discussion the matter was- waived pending a visit to the shed.
The pilot (Mr Larsen) submitted a comprehensive report on the river and bar and referred to the necessity for having the pilot launch repaired or a new engine installed. Three separate engineers opinions as to the present Condition of the engine were enclosed. Application was also made for free lighting, at his residence. —Decided that the pilot be granted free lighting and Messrs Signal and Holben to go into the matter of engine repairs.
It was decided to send letters of thanks to Messrs Hartley (2) and Alsop for voluntary assistances given the pilot in removing the life saving shed on the ocean beach to a more suitable situation. The chairman’s action in obtaining the services of a man to cart and spread lupin brandies on the newly surveyed section at the Heads was endorsed. NEW ROAD. The chairman brought up the question of making a permanent road out on to the ocean beach. At present a road had been mapped cut and covered with flax and several beach residents had approached him with a view to having this new approach to the o'eean beach from the old river bed made ii fixture. He considered it was a good asset to the' beach. Mr. Chrystall said his main reason in attending the meeting that day was to have this matter attended to. The work should be done in'July or August. The road would then be in excellent condition by Christmas. It was decided to call tenders for claying the road to the widthof 14 feet and a distance of 12 chains. CORRESPONDENCE was read and dealt with as follows: From the - Horowhenua Electric Power Board stating that the minimum rate that could be charged for street lighting at the heads was £3/17/6 per lamp per annum. It was pointed out, however, that no extra charge would be made for a continuous night supply of electricity, the Beach at present being lit only for a few hours nightly.—Decided to request the Board to have the street lamps lit all night and to point out that one lamp was at present not working. A petition was received from Beach residents praying that more street lamps be installed on the main road at the heads. —Decided to hold the matter over until the Annual Meeting. From the Harbour Boards’ Association, enclosing a newspaper clipping re ; shipment of bajKic slag.—Decided to leave the matter in the hands of the Association. From Messrs Climic and Son, enclosing plan of newly surveyed sections at the heads. —Decided to obtain lithos of sea front extension sections.
From W. Hart asking wether, in the event of his erecting a store at the Beach, could same he removed at some future date if necessary; and also whether same could be sub-let. —Decided that the building could not be removed but sub-letting was agreed to. TRANSFER. A transfer from Andrew Newton to H. Collinson was agreed to. LOAN MONEY. The Public Trust wrote notifying the Board that the last instalment of its loan money (£1000) had been placed to its credit at the Bank and notifying that interest started on front the date of transfer. ROUND BUSH SERVICE RESERVE. The Under-Secretary of the Land and Surveys Department wrote as follows: —“I have to draw your attention to section 120 of the Reserves and other Land Disposal and Public Bodies empowering Act, 1924, which gives effect to the arrangement made with respect to an exchange of lands between the Urown and the Foxtou Harbour Board. You will notice that the vesting in the Foxton Harbour Board as an endowment of the area of 33 acres 3 roods 39 pei’ches described therein is cancelled and that the said land is thereby set apart as a scenic reserve subject to the provisions of the Scenery Preservation Act, 1908, and further, that the reservation for scenic, purposes over an area of 5 acres 2 roods 0 perches described therein is cancelled and that the said land, together with an area of Crown land containing about 90 acres, are vested as an endowment in the Harbour Board Received. BEACH RATES. Mr. Holben brought up the question of Beach rating by the Mana-
wain County Council, lie said several Beach residents had approached him with regard to the unfairness of the rale. Some years ago when the Beach contained about fifty sections the County Council set down the rates at 12/6 per section. The Beach had now 'considerably expanded and the same rate applied and no further benefits were being derived from Ihe money. He would like to ask what the County was doing with the money so derived. Mr Barber explained that (lie rates had dropped from £35 to £5 on the unimlproved value. Mj\ Holben said that they were paying 7/6 in rates for sandhills. Mr Barber said that he would bring the matter up at the next meeting of the Manawatu County County Council when a full explanation of the position would be forwarded to the Board.
Mr. Nash said the County was legally responsible for the Beach roads. Air. Holben said the roads at the seaside were a good asset, to (he Board. They encouraged people to patronise the Beach and the more people the better for the Beach. All Beach roads had been done at the Board’s expense and now another road was to he laid down and yet the rates were going up. The Manawatu County Council was getting all the benefit. Tl was decided that Mr Barber bring the matter up at the next meeting of the Manawatu County Council and to await an explanation of Hie position. Board members then adjourned to the iu-w Harbour shed and inspected same expressing approval at the very fine building. It was decided to give the Railway Department notice that, the Board are taking over the handling and sorting of cargo over the wharf, the chairman to see if operations could he commenced immediately.
Decided to obtain half a dozen store trrucks from the Wellington Harbour Board. It was decided that a two inch water main he taken across the railway line to the north east corner of the building where a hydrant, was to be located and it to be continued under the building to a suitable spot under the wharf, for the purpose of supplying water to boats visiting the port, a meter to be installed at that locality. Decided to accept Mr H. Osborne’s tender for filling in approaches to the shed at 1/6 per yard, 300 yards being required. Accounts amounting to £3339 13/11 were passed for payment.
