THAT tlic loan proposals for the construction of swimming' baths and public library, as brought down V\ the Borough Council prior to going out of office, would be defeated, was a foregone conclusion. An almost two to one majority of those who took the trouble to exercise their votes at yesterday’s poll, was against the proposals. The main reasons for the rejection of the proposals was that Ihe Council had acted in defiance of the wishes of a meeting of ratepayers in reference to the sites, and, further, that an attempt to commit and restrict the incoming Council to such proposals, was rightly resented by the public. The rejection of yesterday’s pro--psals, however, does not indicate opposition to the' library and baths construction, but it affords the new Council an opportunity to correctly and definitely gunge public opinion upon work’s which il is hoped will retied- credit upon the (own, foresight upon our local administrators, and enables posterity lo share its part of the burden. As candidates both for the Mayoralty and Council will lie expected to express ihcii views on these two proposals, the incoming Council will have a clear and definite course lo pursue and we have no doubt that their proposals will be heartily supported and consummated. The present Conned would have saved unnecessary expenditure if they bad acted on the advice of Councillors Ross and Smith and left the library and baths question over for tin* new Council to deal wilii —the Mayor’s anxiety to fulfil n belated promise notwithstanding.
