KIRKWOOD’S SUSPENSION.

London, March 9. In the House of Commons, Mr Baldwin read a letter from the Rt. Hon. J. F. Hope, chairman of committi es, explaining his reasons for reporting Mr D. Kirkwood to the Speaker, emphasising the impj-tan-ce of the debate and the necessity there was for not interrupting Mr Chamberlain. Mr Hope recognised taut Mr Kirkwood acted without premeditation, but that did not absolve Lhe writer from the responsibility of enforcing the miles of the House on such a grave occasion.

Mr MacDonald mid some Labourite back-benchers’ cries of dissent, said the letter smoothed the way for a withdrawal of the motion of censure, but lie asked to see the letter for quiet consideration.

Mr Baldwin said if Mr MacDonald withdrew his motion of censure, he would recommend the House to rescind M_r Kirkwood’s suspension. The Labourites eventually accepted Mr Hope’s letter and agreed to .withdraw the motion of censure. Mr Kirkwood’s suspension ends tomorrow, when the Government will move for the rescision of his exclusion from the House.
