Sir.—Cue is somewhat perplexed in connection with the. two loans to he submitted, one for public swimming bulbs, and the other for public library, etc. I'ersonally, I am of the opinion that both are necessary in the welfare of the public health, physically and intellectually, and money expended on a library cannot be regarded as a luxury—with all deference to the opinion of our worthy Mayor and Cr. Bryant. But sir, the attitude if the Mayor and Crs. Bryant, Walker and Thompson is such as to seriously prejudice the loans. So far as the baths are concerned, if these Councillors were in earnest, why did they leave this matter over until the dying boras of the Council / If, as the Mayor said, baths were essential, why did he not take the question up seriously and enthusiastically months ago / His attitude, to say the least, is peculiar, is it not? Then, as to the library, sir. On The one hand the Mayor sanctions a loan proposal and advises the people not to support it. Could anything be more ridiculous? 1 understand, sir, that the town was deprived of the insurance money on the library building, which was ■ used for the erection of the Council Chambers. Was that a fair deal? The whole thing in my opinion is a shuffle unbecoming in men occupying responsible positious and in the circumstances 1 think the ratepayers should vote against both proposals as a just protest and let the new Council bring down fresh loan proposals for swimming baths and public library, which will be a credit to our town and for which posterity should be asked to bear its share. —! am, etc. RATEPAYER,
