HIGH COMMISSIONER'S REPORT. The High Commissioner’s cable, dated the 27th inst., reads: “Hemp, Manila market, strong and values have advanced further in bsence of sellers. ‘J’ grade, SepteinberDeceinber shipments, sold at begin ning of the week for £SO 10/-. At l he end for £53 10/- and value. New Zealand market iirnij high points, Septeinber-N ovember shipments sold at £42 10/-; fair at £4O 10/and buyers.” .
