Dairy Co. was received: “That this Company emphatically protests against the continuance of the banking being'done by the Makerna Drainage Board adjacent to the Manawatu bridge, before the engineers’ i i report was submitted to a meeting of local bodies.” • The Chairman said that this letter gave him an opportunity to make a special statement regarding the-mannfer in which this report was made public. The report was drawn ■ K ’ up at a conference of engineers of the different local bodies and the Public Works Department, which was held at Shannon. The recommendations of this conference were to be submitted to the local bodies concerned, but before any of them had had an opportunity to peruse it it appeared in the public press. ! Wjmt he would like to know was '< how this came about. The Horowhenua County Council was the body responsible for calling the conference, and was entitled to receive" these recommendations for consideration before they were made public. Instead of this, the whole report appeared .publicly before anything could be don?*. He did not know who was responsible for letting out what was a confidential report, but it did not reflect any credit on them. ’ The matter was strictly confidential, and until it. had come before the local bodies and been adopted, was not a definite report. Regarding the letter from the Shannon Dairy Co., the Council had no power to act, and he would suggest that it be received. This course was agreed to.
