order to tlie best results from local governing 'bodies “team” work is essential. That is to say various departments are placed under the supervision of sub.-committees, who are able to concentrate on formula - ting and carrying out definite work. Individual responsibility makes for added interest and a more intimate knowledge on mailers of administration. Scope is given for initiative and progressive ideas. The local Borough Council divides its work among several committees but in contra-distinction to other municipal bodies, appoints the Mayor a chairman of each committee. For reasons that must he apparent such appointment, no mailer how capable the Mayor may lie, nullifies the very object for which Irani work exists. There: is no reason why (he Mayor should nol he an ex-officio member of each committee and if need be chairman of one hut if Ihe best is lo be obtained from other Councillors the responsibility should Im divided. We are pleased to learn that a motion is to be brought down at next Council meeting dealing with this matter.
