HIGH COMMISSIONER'S REPORT. The High Commissioner’s cable, dated Ist instant, reads: — Manila market steadier for low grades; J October-December shipments, sold up to £3l 15s; J now quoted at’ £35. New Zealand market continues dull; fair spot sold at £3l, high-points quoted at £32, buyers.
