HIGH COMMISSIONER’S REPORT. The High Commissioner’s cable, dated 25tli instant, reads: — Manila market irregular, and low grades have declined. Better grades more firmly held; J, August-Oc-tober shipments, quoted at £35; J, August-September shipments, sold £3O; August-October shipments now quoted at £3O, buyers. New Zealand market unchanged.
