BEACH ROAD MAINTENANCE.

DISCUSSED BY HARBOUR - BOARD. The bad stale of the Beach Road lias been a matter of protest by the travelling public and was discussed by the local Chamber of Commerce at its last meeting. The road is under the .jurisdiction of the Alanavntu County Council, which is responsible for its maintenance. The capital cost of construction is contributed to by the Foxton Borough Council and Harbour Board and the seaside leaseholders pay an annual fee of 12/6 per year to the Board in connection with the road.

The question of maintenance of the road was brought up at Thursday’s meeting of the Board by Mr ■T. A. Nash M.P.. who asked what was the exact position in the matter. He said that sections were being taken up at the beach and people desired to build, but wished to know what provision was made for the permanent upkeep of the road giving access to the beach. Mr W. E. Barber .-aid that the construction of the road had not boon altogether a good thing for the Manawatu County Council, whereupon Air E. R. B. Ilolben replied that it would he a good thing for Foxton and the port to have people patronise and build on the beach. Air Nash mentioned that they would need to know what degree of .jurisdiction they possessed in the matter of providing for the maintenance of the road.

Mr Chrvstftll gave it as his opinion that the contribution of section holders towards the cost of the road (at present 12s (id per annum) should be increased. This drew from Mr Nash the comment that he was very much surprised uf the remarks of Mr Chrvstall. The road, with the increased patronage and trade which it caused, had been a very good thing for Foxton. The Foxton borough should not quibble about the matter of the cost. The beach people from his knowledge, were ready to pay a reasonable quota towards the c-ost of the road if they got good access to the beach, but others also used it. Mr Chrystnll thought that the contributions of the section holders wove too small and the unimproved value on which they wore based was remarkably low. Air Nash admitted this, but reminded Air. Chrystnll that people went to the beach for the benefit of their health. Many were people of very moderate means, who realised the urgent need of such a vacation as the beach could afford. Again, it was not only for the benefit of the people at the beach, but for others much further away, that t lie road in question existed, and the ratepayers of the. Alanawatu County for instance, would surely not object to paying their quota. Cars came in great number from long distances, as was evidenced on holidays, and it would be penalising section holders unduly to make them pay their quota as proposed. That the greatest damage to the road was done by wood carters and others from the Foxton borough was the opinion of Air Holben. The Alanawatu and Foxton ratepayers would not mind paying a little more for the maintenance of the beach road rather than that they should penalise the section holders at the Heads.

Mr Nash said that lie gave due credit for what had been done, but the road was more a local body project.

Air Chrvstall then explained that there seemed to be some misapprehension in regard to the beach road. The 12s (id which the section holders paid was not for maintenance, it was purely in respect of the original loan, and what lie suggested was merely that they should pay somethin" extra by way of a rate for maintenance. Surely, lie contended, that was only reasonable. At present 180 houses oil the beach road paid altogether £6 Ss, or about eight pence each pet' annum by way of maintenance in addition to the 12s Gd in respect to the loan.

After some further discussion the matter was allowed to drop, the opinion generally expressed being flint, it was after all a matter for the Mauawatu County Council which would take what action it deered necessary to keep this road in order.
