to interfere with road', bridges, or culverts, the Board shall give 14 days’ notice to the local authority with full particulars; also providing that before the River Board commences any construction work in any Land Drainage District it shall give the Drainage Board 14 days’ notice with full particulars; also providing that before any Land Drainage Board commences any new work in the district, it shall give 14 days’ notice to the River Board with full particulars, but that all work in course of construction before the 31st, October, 1922, and all maintenance repair, improvement, or re-construction of work by the Drainage Board, or subsidiary drains are not to be affected; also providing that if, in any case after the 14 days’ notice by the River Board, or a local authority, the , work is not objected to, then the Board giving notice niav proceed with or maintain the work, but that if any objection is made and no agreoment can be arrived, the matter is to be referred to the Engineer-in-Chief of the Public Works Department for decision, who shall determine whether the work shall be carried out or maintained, and bis determination will authorise the River Board or local authority to carry out or maintain the work; provided also that nothing in the provision as to notice shall apply to the carrying out of any urgent work to meet any emergency; also providing that Section 73, Sub-section 2 of the River Boards Act shall not be construed to deprive tlie River Board of jurisdiction; also providing that the River Board shall not construct, any river works or place any construction in or on any tidal lands or water without the sanction of the Gov-ernnr-in-Council and that Sections 148 to 155 of “The Harbour Boards Act” shall apply to all applications for sanction to do the work and all works executed; also providing for ratepayers’ list to be prepared by the Returning Otlieer showing the total area and value of all lands held by each ratepayer; also providing power for the River Board, in addition to any other powers of rating, to levy administrative rates over all the lands in River District to provide for the payment of general administrative charges and maintenance rates to provide for the maintenance or works and compensation for damaging or injuriously affecting land or work where the compensation in any case docs not exceed £100; also providing for the levying of separate rates, which may . vary fn different subdivisions, and for an estimate of the proposed separate rate, and that they are to be open .for public inspection, and also limiting the total rating, including separate and general rates to the amount limited in respect of general rates; also providing for the Board’s crediting a subdivision with interest in respect of purchases from the subdivision as against the rates of the subdivision, and that the proportion of the rate to be credited to each ratepayer is to be on an acreage basis; also providing for the classification of all lands into two classes, viz., lands receiving or likely to receive a benefit from the works carried out, or proposed to be carried out, which lands shall be rateable, and all other lands which shall he nun-rateable; also providing for appeals against classification to be determined by a Magistrate and two assessors; also providing that separate accounts shall be kept for all administrative maintenance separate and special rales, also providing that all rates shall lie made on an acreage basis, also providing for obtaining the consent of ratepayers before raising a special loan and that a majority of valid votes recorded shall suifice to carry the proposal; also that pending the completion of any work for which a loan is raised the interest and other charges may he paid out of the loan: also providing that the River Board may make hv-laws to regulate the use of any River works to determine conditions on which drains may be connected with rivers or drains under the Board’s control, al.'o to compel owners of properties adjoining watercourses or drains to construct crossings, also to regulate the directions and maintenance of crossings over River works, watercourses and drains; also providing that over any specified water-courses or drains, crossings shall he bridges or culverts to be constructed where and as approved by the Board; also to prohibit the passing over any of the Board’s works or any water-courses or drains except at appointed crossings, also to protect rangers and other persons employed by tlie Board, also to regulate the use of any of the works, protection banks, drains, overflow channels, tidal gates, or works, property of the Board, and by any such by-law to impose a line not exceeding .CIO for any breach and providing that no such bv-Inw shall contravene any of the provisions in regard to the safeguard of local authorities contained in this Act.
