All movements of overseas ships must be observed and checked for the same purpose whilst when they are in port careful guard will be required to keep the costly lluid out of the country. All this calls for men and money. You’ll pay 1 MORE MEN AND MORE MONEY. All fishing boats and private launches must be registered, their outgoings and incomings noted and recorded, their unloadings supervised lest they have wicked cargoes of grog for dry throats ashore.
