THE POWER OF VETO.

BERLIN, Oct. 12. The Government has decided to introduce urastic legislation to prevent speculative traffic in foreign exchanges. It is proposed that every contemplated transaction in a foreign exchange shall first be submitted to the finance officers, who shall have the power to veto it. It is also proposed to issue a loan of four hundred million gold murks payable in foreign currency or paper marks at the gold rate. The bills will be repaid in paper marks at the gold rate, bearing four per cent interest in gold. The loan will be issued on the security of the export duty and a coal tax.—A. and N.Z. cable.
