GERMAN SPECULATION.
DRASTIC ACTION TAKEN. THREAT OF imprisonment. BERLIN, Oct. 12. Instead of awaiting the legislative process, Herr Fbert to-night, under the . powers to make laws where necessary tor tin- restoration of public safety, signed a decree making it a penal offence punishable by three years' imprisonment to demand or accept foreign currency in any business transaction concluded with Germany. Bankers and others are similarly liable if they connive at the purchase of foreign currencies lor speculation or investment. Certain hanks and certificated traders are excepted where the ordinary business needs demand the purchase of foreign securities. The .Morning Post’s Berlin correspondent describes the decree as parnmountly important, and the Government’s first genuine attempt to strengthen the mark, and facilitate payments for the importation of necessaries to meet the reparations’ responsibilities. The decree was issued alter the Bourse closed in order to prevent final plunges on the foreign currency market.—A. and N.Z. cable.
