MONEY WANTED FOR RESTORAATION.

CANNOT PAY WAR DEBTS AT PRESENT. PARIS. Oct. 12. A high authority in the .Ministry of Finance, explaining France’s financial outlook, says: “There is not the slightest possibility of Franco meeting any portion of her war debts or interest thereon during the next four years, as all the receipts must he devoted to rebuilding the devastated regions. France could nob accept the suggestion that her promise to pay on demand be replaced by n series of securities fixing definite dates of the repayment of principal and interest. France is earnestly seeking a formula for the settlement of her European debts. The Reparations Commission will probably submit a detailed scheme to the inter-Allied Financial Conference at Brussels suggesting the fixing of Germany’s indebtedness on the basis of the reparations only, and wiping out the pensions’ allotments. Tliis would reduce France’s claim by a quarter.”—-A. and N.Z. cable.
