ARABS OPPOSE CONSTITUTION. DESIRE FOR INDEPENDKWOE. JERUSALEM, Aug. 28. The Arab Congress at Nablus resolved to oppose the proposed Palestine constitution and to endeavour to secure independence by legislative means. They declined to acquiesce in Palestine becoming a Jewish national home and will oppose Zionist immigration.—A. and N.Z. cable.
