HIGH COMMISSIONER’S CABLE. The High Commissioner's cable, dated 12th insl., reads: — Manila market continues dull, prices again lower. ,J grade. Febru-ary-April shipments, sold early tlijAweek at £4B 10s: Decemberto February-April shipments now quoted at £47. New Zealand market.weak and inactive. High points spot now quoted at £SO, fair £4B, with speculative sellers at £2 to £3 less for forward shipments.
