FOXTON BOROUGH COUNCIL.
MONTHLY MEETING. The monthly meeting of the Borowas hold last Present* The Mayor (Mr ,L Chrystall) and Crs. Pearson, Parkin, Walker, Coley, Hunt, Bryant, Rand and Thompson. An apology for absence was received from Cr, AleMurray.
The Library Committee reported that 280 books had been purchased from Mrs Erankland for £23, and that she had also made a donation of 20 volumes. This number brought (he total hooks in hand up to 450, and there was still £77 of the insurance money available for the purchase of further hooks. The Mayor said that in order to carry on the library until the new buildings were erected he had approached Mr Reid, of the Town Hall, to ascertain if some arrangement could not be arrived at to conduct same from there, and Air Reid had submitted the following proposal: A room in the Town Hall, to he used as a library, the Council to make any necessary alterations, and erect shelving, etc., and to pay a weekly rental of 7s fid. The library to be opened for one hour on two afternoons each week, and one hour on live evepings in each week, Air Reid to receive 70 per cent, of the subscriptions for acting as librarian and custodian. The Mayor said there were abort 90 subscribers to the library, the fee being 2s fid per quarter, and he suggested that Mr Reid be offered
Hie whole of the subscriptions for the use of’ the room and for his services as librarian, no rent to be paid by flic Council.
A motion on the lines of the Mayer’s suggestion was carried, XYE STREET. A petition was received from Mr G. A. Hobbs, mu! signed by a number of ratepayers in both the Manawatn County and Foxloh Borough, asking (hat. Xye Street, connecting. I'nioii Street and Purcell (Street, tie opened up tor vehicular traffic. The petition slated it would only be necessary (o form from .IS to ‘2O chains of road. The Mayor said that this ipiestion had been raised some time ago, and the Works Committee had then inspected same, hut considered Unit the cost of culling through the hill, n very big one, would be too great. As this street was a dividing one between the Borough and Manawalu County, a copy of the petition should he sen! to. the County Council, as they would he called upon to contribute Imlf lhe cost if the work was undertaken.
Coley sai<l that he thought that under the agreement between the Borough and the County (bey were only liable for a third, mu halt. Tlie Mayor said the third interred to maintenance work only, ml to the construction of new streets. Cr. Coley said a track coujd no doubt he constructed at a .-mall cost, but to make a proper street would be very expensive.
Mr Hobbs and .Mr Perreau were present in support of the petition. Mr Perreau said that a certain amount of the work could he undertaken hv “working bees'-' of those most interested, am! Mr Hobbs said that ho would lie prepared to pay a special rate to have the work done, hut lie could iml speak for the other ratepayers.
Cr Coley said that it would never do to have the work done by voluntary labour unless it was under propel’ supervision. The sand would have to be properly covered, otherwise the drift of same would be a serious menace.
Cr. Thompson thought the otter of assistance should lie accepted it Hie work was to be proceeded with.
It eras decided to refer the petition to the Alanawalu County Council, with a recommendation I hat their engineer he asked to inspect the proposed work, and to submit his report lo Hie County Conned, who would then advise the Council whether the work should he proceeded with, and if they would be prepared to hear half the eo-i of construction.
GEXERAL

Admore, at £ls IDs Od, for painting the temporary Council offices, was accepted. • ’Seven applications were received for the position of roadman, and 'that of Mr Percy Hunt was accepted. . f , It was decided to increase tht Town Clerk’s salary from £3OO to £350 'per annum, he to provide and pav for anv assistance required. A grimtof throe guineas made to the Beach Improvement Committee. It was decided to place £I,OOO of the insurance money received m connection with the recent lire'which destroyed the Council Chamber, on fixed deposit with Ihe Bank of Xew Zealand for a period of six mouths. The secretary of the Foxtoa Racing Club applied for permission for the Wanganui Garrison Band to give an open-air concert in the afternoon in Victoria Bark, and in the evening in the Town Hall, on Sunday, January 23rd.—Permission was granted, provided the music waj> of a sacred nature. An offer was read from Air 11. Csix.-ine to undertake a weekly removal 01 nil/bish from premises in the brick /area, at a cost of sixpence per week for each tin <4 not more liii'ii four cubic feet. The Council to arrange for collection of fees, and to guarantee that sunn; will amount to at least 5s each week. it was decided to accept I he oit*oi - ' for a period of six months, and if satisfactory the position be then reviewed, with the object of extending the service.
NO PICTURES CIIRISTAfAS DAY. Air AV. Hamer and Air J. H. Reid made application for permission to screen pictures on Christmas Night.
Cr. Hunt moved, and Cr. Parkin seconded, that permission lie granted. Cr. Hunt said that if there were pictures to go to it would take a lot of young fellows off the street, and keep them away from the two-up schools, which were run in Foxton at night. The Atayof said he had no religious scruples as far as pictures on Christmas. .Day was concerned, hut he would vote against the motion us he considered the employees and proprietors should have a holiday on Christmas Day.
The motion, on being put, was lost, the voting being: For, Crs. Hunt, Parkin ami Kami. Against, The Mayor ami Civ. Coley, Bryant. Pearson, Walker and Thompson.
