THE TERMS. SPECIAL CONCILIATION COMMISSION. » The following is the full text of the agreement arrived at by the Prime Minister and the executive of the Locomotive Engineers’, Firemen, and Cleaners' Association I l An independent tribunal to be set up, to consist of four members, two to be appointed by the association. The tribunal to lie called a Special Conciliation Commission. (2) Two assessors to he appointed by ouch party. In addition each parly to be represented by an advocate. (3) The whole matters in dispute to he gone into by the Commission, and the result of. the deliberations to be submitted for approval by each parly to the dispute. (4) This Commission to be set up within seven days from Ibis date. Each party to the dispute to use its best endeavours to proceed with the hearing by the Special Conciliation Commission.

(n) The Conciliation Commission, in reporting' the result of its deliberations, (o also report li'oni what date any inerease of wages and any conditions should retrospect iwly commence. {(I) The executive of the association agree to advise their members and all whom they represent to return to work at once. The krone Minis',er agrees that no member 01. the association or any person who is employed in any manner in the railway service, shall he prosecuted for the' present strike, or.be subjected in any manner to what is known as vielimisation.

(7) The executive desires that one of the questions to he. considered and dealt with and reported on hv the Commission shall he Ihe claim of the Locomotive Engineers', Firemen and Cleaners dissociation (o. he Ihe only body recognised hy ihe Government as representing either collectively or -individually these men who are its members in terms of its rules. The Crime Minister agrees that that fpieslion should be so considered and dealt Vidn,Iml if it involves any question of (be rights of any other union or association, that union or association shall lie heard on that point hy ihe Commission if it so desires.
