Tiie Commissioner's cable, dated 27th inst., rends: — The Manila market is dull and declining; present quotations are, sellers, J grade, .January-,March shipment £O9, February-April and March -May shipments £OB. The output for the first two months of this year totalled 207,000 hales, againfit 170,000 hales for the same period of last year. The New Zealand market is-quiet, witn no alteration in ].’rices.
