MANAWATU COUNTY COUNCIL.

MONTHLY MEETING. The monthly meeting of the Manawatu County Council Avas held at Sanson on Monday. There -were present the Chairman (Sir James Wilson) and Crs, H. H. Hunt, Boyce, Penny, Barber and Hammond, Leave of absence was granted to Cr. -Phillips. CORRESPONDENCE. Correspondence was dealt Avith as follows: - ’ From the Public Trust Office, intimating that application for a loan of £2,000 for the erection of Avorkmen’s cottages could not be entertained, as no funds Avere available. — lt Avas decided to refer the matter to Mr NeAvman, M.P., to see if be could help the Council out of the difficulty. From the Minister of Railways, advising that the Department had no statutory power to grant private sidings free of rental, and in all cases siding holders, Avho had hitherto enjoyed free tenancy Avere being called upon, Avhen.siding rights were being renewed, to pay the standard rental.—Received. From Mr E. NeAvman, M.P., stating that he would be glad to take charge of the Manawatu County Loan and EmpoAvering Bill, and that he Avould spare no effort to have the Bill successfully carried through. From the Foxton Borough Council, asking the Council to appoint a delegate on a deputation to Avail on (ho Minister for Lands, requesting that the Foxton Harbour Board be granted an endoAvment in lieu of the restrictions placed upon the Round Bush by the Government. —Cr, Barber Avas deputed to represent the Council.

From G. H. Stiles, requesting the Council to take stops to improve the stop-bank at the old Ferry House, near Shannon bridge, and enclosing cheque for part cost. —It avus decided to reply stating that the matter would be attended to as far as funds permitted. ■ PROPERTY TRANSFERS.

Tiie tramway manager’s report on the working of the tramway for the month of August, .1919, read as follows During the latter part of the month the s.s. Kennedy commenced on the Foxton-Wellington trade, with-the result that the trail ie over the tramway has improved. The chief items of traffic were: —Merchandise 1321 tons, manure 561* tons, minerals 741 tons, metal 420 cubic yards. Fares amounted to £2 18s 2d. A debit balance of £33 15s is shown for the month’s working. As the traffic now warrants it, I have applied to the Kail way Department for permission to resume the ordinary running as from to-day.

ENGINEER’S REPORT,

Awahcm Riding. —As instructed by the Council, I made an inspection of the road leading to Mrs Whitlow’s, ThiiS Toad is only half a chain wide; two-thirds of this road was metalled about 8 or 10 years ago, and in places the metal has almost disappeared, the balance of the read is a sea of mud in wet weather. ! At the present time there is a herd of Off cows passing over this road every day, and at present it is impossible to improve the condition of the road until the summer; than I would suggest that the road he metalled from the main road Mrs Whitlow's house, and from there on to a private cow shed the road .should he made up by the property owner. The Foxton-Shannon road is in fair order with the exception of a few pot holes, which will be attended to in the course of a few days. A good deal of repair metal has been put in the holes along the Whirokino road, and 1 have arranged to have this road trimmed 'up in a few days’ time with the road grader. Carnarvon and Awahou Ridings. —The increased motor traffic on the Foxton-Sandou road is doing considerable damage to this road, and it is impossible to keep the road in anything like fair order, more especially that portion of the road from Himatangi to Foxton. We have railed a large quantity of metal along this portion of the road, which has been dumped every, few chains; men and carts have been carting metal the whole of last month, and yet the road is in bad order. The Palmerston-Foxton road is also suffering from,the same class of traffic. We have used up all the metal .available along this road, aod

there is not much prospect of getting any further supplies of metal for this road- until the locomotive “ManaAvatu” is ready for commission. In. the meantime I think it Avould be advisable to approach the Government for a grant tOAvafds the maintenance of the main arterial roads in this County. Stone Crusher.—lt will be necessary to crush about 10,000 cubic yards of road metal this season; last year we crushed approximately 8,000, and at the end of this month there will be very little available for repair work, and I avouUl recommend the Council to call tenders for crushing the above quantity of metal. As soon as the locomotive “Manawatu” is ready for service I Would also suggest that in place of using the road roller for driving the crusher, that the Council purchase a second-hand portable engine. The road roller engine is altogether too expensive an engine to use for driving a stone crusher’, and I trust that the Council' Avill give this matter their careful consideration.
