The Public Health Committee of the Hackney Borough Council have come to the conclusion that the fines inflicted in cases of milk adulteration do not act as a deterrent to offenders. The committee recommend that the borough Council should press upon the Food Control Committee the expediency of obtaining the consent of the Food Controller to the revocation of the license of any milk retailer against whom convictions have been obtained for selling milk which is not of the nature, substance, and quality demanded by the purchaser.
