LOAN EMPOWERING ACT.

MANAWATU COUNTY TO APPROACH PARLIAMENT.

Ratepayers in the Manawalu Count v will remember ilia! (lie Council promoted a Local Bill in 1917 to enable a loan of £IB,OOO to be raised for completion of (he tramway, a crushing plant, and road-making machinery. There is no legal power given 1° eouneils to borrow for these purposes, and therefore the Loeal Bill was noeessary. The estimate of the cost of material, machinery and labour has risen so much since the Act was passed that the Council is now asking Parliament: to increase the amount to £30,000. This, the Council believes, will enable the rails of the tramway to he relaid with heavier material, necessitated by (he heavier traffic now going over the line, and increase the number of waggons, provide buildings at Sanson, properly house the rolling; stock, and give sufficient siding accommodation to work at the terminus. It will also enable the Council to put in a complete modern crushing and elevating plant, and provide such road machinery as will greatly economise in the work of the County on the roads. As soon as the Act is passed, extending the authority to borrow the larger amount, the sanction of the ratepayers will he asked for, although, if grant-, ed, the time to enter on the work may be delayed, as the Council would await the most favourable time to float the loan and purchase material. The cost of the upkeep of roads in the Comity has enormously increased, and the Council is of opinion that it is only by the use of properly devised machinery that the expense can he kept down in the future.
