AXJ) the ELECTOR'S ADDRESS
Some confusion has arisen in regard to the interpretation of the provisions of last year’s legislation relating to the addresses of electors. AH E. H. Crabb, of Palmerston, wrote to the Chief Electoral Oflieer, Air J. Hislop, on the point, and received the'following reply: “I h ave the honour to acknowledge the receipt of your letter of the 21st inst., regarding the state of (he Palmerston 1 Electoral Roll, and in reply have to inform you that the provisions of Section 7 of the Licensing Amendment Act, 1918, provide as follows: That it shall be a ground of objection to any name on a. roll or a supplementary roll that the elector does not reside at the place* stated on such roll or supplementary roll as the address of such elector.
“From this provision you will sec that if an elector is moved from the address stated on the roll, it shall be a ground for objecting to the retention of his name on the electoral roll, but it no objection is lodged, and the elector is not residing at the address stated on the roll on polling day, but is still resident within the electorate, then ho is entitled to record his vote on election day. “Jf an elector is challenged the Deputy Returning Officer may, and if so vei'iuired by a scrutineer, shall, before allowing any person to vote, put to him the following questions: (1) Are you the person whose name appears as A.B. on the Electoral roll now in force for tho Electoral District of * (2) Have you already voted at tho present election in this or any electoral district ?
“These are the only .questions that the Deputy Returning Officercan legally put to an elector. “The Returning Officer has no authority under Section 7 of tho Act to uphold the challenge and disallow the vote. “A person who is registered as an elector and is still residing in the electorate but not at the address stated on the roll, is not disfranchised oh election day.” '
