HIGH COMMISSIONER’S REPORT. The High Commissioner cabled as follows at noon yesterday: — The hemp market remains as last reported. New Zealand: Little business doing on account of the fi’eight difficulty. The Manila output for (he two weeks ended fith October was 40,000 hales.
