HOROWHENUA COUNTY “ COUNCIL’S OPINION. The new recruiting scheme was discussed by the Horowhenua County Council on Saturday, when the circular from the Recruiting Board was read. The chairman said that if the •position was as urgent as stated, and he thought it was, they should have compulsion. There were men that all the moral suasion in the world would not move to go to the front. They should impress upon the Government the need of compulsion. Councillor Kebbell agreed with the chairman. If they could not get the men voluntarily they would have to have compulsion. As for organising the women, they did not need it. They were working already. The chairman expressed the opinion that the Recruiting Board's circular simply was a feeler in regard to public opinion on the matter. It would be oi no use calling a public meeting in this end of the district as the men who bad made up their minds not
