Its a case of the money possessing the man. There are quite a number of such unfortunate creatures of circumstances in this country, and its a pity that the Government does not seize all individual incomes over a year, such surplus to be devoted to the various relief and war funds. With few exceptions, it is the man of small means who is contributing most.
