HIGH COMMISSIONER’S REPORT. The Pligh Commissioner cabled yesterday as follows ; —■ The Manila market is firm but the demand only moderate. Sisal quotations are misleading but have heard (of an offer ot fair average quality f.o.b. New Tork as low as £l 9 xos. At present it is impossible to secure freight to Europe from New York.
