FREE GRAZING TO STOP
At last night’s Council meeting a long type-written opinion, covering no less than six pages of foolscap, was read from Mr T. F. Martin, solicitor to the Municipal Association, as to the Council s position Jn throwing the roads open to stock. Briefly, Mr Martin’s opinion is that the Council has no legal power to throw the roads open, but if such a step was taken the local body would not be liable for damages, but that the owner of the stock would be liable.
In accordance with notice previously given, Cr Plendersou moved that the resolution passed at the last meeting throwing the roads open for grazing be rescinded. He said that at present stock was ou the streets night and day, and a great number of complaints had been made through animals getting into residents’ gardens, breaking fences, chewing hedges, etc. One day he saw no less than eleven cattle in the Main Street. Cr Barber seconded the motion, which, ou being put, was carried unanimously. A DANGEROUS .PRACTICE. Cr Barber drew attention to the fact that horses, not under control, were being driven through the streets. This was a source of danger, and being a breach of the by-laws, should be stopped. He moved, and Cr Henderson seconded, that the police be instructed to take proceedings against persons driving horses through the Main Street, nut under control, which is a breach of the by-law. The by-laws slate that it is an offence to so drive horses between the hours of seven in the morning and twelve at night. The motion was carried unanimously.
