Rome, Oct. 4. It is repotted that an irade has been issued in Constantinople appointing the German Admiral Su'hon to the command of the Turkish Fleet, together with thirty German commanders, [Since 1909 the Turkish Fleet has been in charge of a British Admiral and a British staff of navigating, torpedo and gunnery officers. As the navy now includes the notorious battle cruiser Goben and the smaller cruiser Breslau, its participation in the conflict might cause some inconvenience in the vicinity of Suez.]
