Auckland, April 13. Mr Massey states the Government is determined to pass next session the Legislative Council Reform Bill embodying an elective Upper Chamber, A Bill dealing with the method of election of members of the House of Representatives will be introduced also. A Local Government Reform Bill, inaugurating an improved system of allocating grants for public works and a Laud Bill of some kiud may be looked for to remedy defects in tbe existing laws and make provision for the adjustment of the complicated conditions affecting settlement on tbe West Coast of the South Island.
