ALLEGE TORTURE OF CONVICTS. “LONDON, May 13, Some astounding disclosures have been made as the result of an investigation Into the management of the New York State prison "at Sing Sing. The report that has just been published declares that the conditions prevailing in the prison art frightful, The cells «rc not only dark and damp, but are infested with vermin. It is asserted that the cruelty with which prisoners are treated is such as to throw into tho shade the stories of mediaeval torture, Tho report further states that the morals of tho convicts are of such a character that they are not lit for public discussion.
