PARLIAMENT.
Civil Service reform was discussed in the House on Thursday afternoon. The debate was begun by Mr Herdman, who, in explaining his proposals for removing the Civil Service from political influence, emphasised his declaration that the scheme would give control to Parliament instead of to Ministers, as at present. The members who spoke after him from the Government benches insisted to the contrary that the Bill would take away Parliamentary control. The debate was interrupted by the 5.30 p.m. adjournment.
The debate on the Town Planning Bill was concluded at the evening sitting, and the second reading was carried on the voices. The minor business of the day included the first reading of the Wanganui River Bridge Bill, and the third reading of the Wanganui School Sites Amendment Bill. Civil Service reform and Town planning were the subjects formally before the House during most of yesterday’s sitting. The Hon. T. McKenzie, at the afternoon sitting, resumed the debate on Mr Herdman's motion lor leave to introduce the Civil Service Reform Bill, the first reading of which was carried. Regulations made by the Governor-in-Council under the Defence Act were tabled.
The evening was devoted to considering the Town Planning Bill in committee.
