ANGLO-AMERICAN TREATY.

Washington, August 10. A serious hitch has occurred in the Anglo-American Arbitration Treaty. The Foreign Affairs Committee of the Senate, which has to ratify the treaty, has taken strong objection to the submission of questions of diffidence to a Joint Commission of Inquiry. Britain’s proposal to consult the over-seas Dominions on all matters affecting them is also objected to. Senator Clarke moved that the whole question be postponed until December. Other Senators objecting, Senator Clarke’s motion was ultimately withdrawn. The President is preparing to intervene actively.
