THE NAVAL AGREEMENT.
The Naval Agreement between Britain, Canada, Australia, and New Zealand provides that the naval services of each dominion shall be exclusively under the inspection of its Government. The training and discipline will be in uniformity with that of the British Navy. The ships of the Dominion will fly the white ensign, the emblem of the authority of the Crown, with the Dominion’s Hag at the Jack-staff, aud in foreign waters will report to and take orders from the Admiralty. When the British and Dominion ships meet the senior officer commands in matters of ceremony aud international intercourse. The Admiralty agrees to lend the Domiuous officers and men as required during the development period, giving preference to those coming from the Dominions. In war any ot the Dominion ships put at the Imperial Government’s disposal shall form an integral part of the British fleet, remaining under the Admiralty throughout the war.
