ANGLO-AMERIC A N TREATY. Washington, June 30. It is expected that the treaty providing for arbitration in all disputes between the United States and Britain will be completed on Friday. A canvass as to the views of members of the Senate indicates that there will be practically no opposition in that quarter, the Senate understanding that its treaty-ratifying powers are fully conserved. Unofficial advices state that France is ready to negotiate a similar treaty.
According to a summary of the draft arbitration treaty submitted by the United States Government to the British ana French Ambassadors to serve as a basis for negotiations all differences internationally justiciable were to be submitted to The Hague, unless by special agreement some other tribunal Is created or selected, but differences which either country considers not internationally justiciable were to be referred .to a Commission ot Inquiry with power to make recommendations for their settlement. The commission, which will be composed of nationals who are members of The Hague Court, can decide that the difference should be submitted to arbitration, and its decision is to be binding. Moreover, even in cases when both countries agree that the difference is one susceptible of arbitral decision, the Commission of Inquiry shall investigate with a view to recommending a settlement which will preclude the necessity of arbitration. The action of the commission, however, is not to have the effect on an arbitral award.
