BOROUGH COUNCIL.

MONTHLY MEETING

The monthly meeting of the Foxton Borough Council was held in the Council Chamber last night. Present: —His Worship the Mayor (G. H. Stiles, Esq..) and Crs Rimmer, Coley, Speirs, Stewart,' Gibbs, and Adams. Correspondence was read as follows: —

From J. and J. Braddock, Oldham, England, advising that the retorts tor gas works were shipped by the s.s. Norfolk from Manchester on January 28th. Received .

From the Secretary of Education, advising that the Government subsidy in connection with the local library was 15s 3d, a cheque for which would be forwarded in due course. —Received. From the Secretary Wellington Harbour Board, advising that the Palmerston North Borough Council was the principal authority in connection with the election of two members from the district on the Board.—Received.

From Mr M. Cohen, thanking the Council for the support ac- v

corded him during his four years on the Wellington Harbour Board and advising that he intended offering himself as a candidate at the forthcoming election. From the Under-Secretary of the Public Works Department, forwarding copy of warrant authorising the Mauawatu County Council to construct the Beach road and apportion the cost. From the Librarian, asking that as the library hour in the afternoon was not taken advantage of to any extent, if it was necessary to continue opening the library during that time. —It was decided to leave matters as at present for the time being.

From Fullers’ Bioscope Company, asking for first refusal of reserving two nights per week for new hall for conducting up-to-date bioscope entertainments. The installation of electricity was not essential as their plant was thoroughly up-to-date. —It was decided on the motion of the Mayo£ seconded by Cr Rimmer, that Messrs Fullers’ be informed that the Foxton Borough Council are willing to give them the first option of two nights a week for one year.

The letter from Mr W, Gray in connection with the complaint from the Inspector of Nuisances about keeping pigs withiu the area allowed by by-laws was again brought up.—lt was decided on the motion of Cr Adams seconded by Cr Speirs, that Mr W. Gray be informed that as another hotelkeeper had been compelled to do away with his pigs they cannot give him the permission asked for to keep pigs within the limits prescribed by the borough by-laws. < The Mayor and Crs Coley and Rimmer were authorised to sign the District Electors Distil was decided on the motion of Cr Speirs, seconded by Cr Coley, that new street lamps be ordered from T. W. Butcher at 37s 6d each for all street lamps in the borough, conditional on the same being approved by the gas manager.

The poundkeeper reported that during the mouth of February 19 head of cattle and 25 horses had) been impounded by the ranger, and driving fees amounting to 15s had been collected ; one horse had also beed impounded by a settler.

Accounts amounting to ,£355 is 5d were passed for payment. Mr W. Carter, who was introduced by Cr Adams, waited on the Council, and pointed out that at present time Baker and Howan Streets were in a very bad state. One portion was not formed at all and the other part required immediate attention. The rates collected from the properties in the immediate vicinity in one year would be sufficient to do all that was required. If the Council was not prepared to do the whole work he was prepared to put on his own teams to assist. —It was decided that the works committee meet on the spot at 9.30 a.m. on Monday next. The Rifle Club was given permission to cut trees at rifle butts as necessary. Cr Stewart brought up the question of the establishment of swimming baths, but it was decided to leave the matter over for the new Council to discuss. The question of whether W hittaker Street was a public street or not was discussed. This matter had been dealt with in committee at a previous meeting, and as a result of the discussion the whole question had been submitted to Mr T. F. Martin, the Municipal Association’s solicitor. At last night’s meeting a full opinion from Mr Martin was read to the effect that the land in question was not a street and the Council was in no way responsible for anything in connection with same. The Council rose at 9.15 p.m.
