DIAZ AGAIN PRESIDENT.
HIS EIGHTH TERM. MEXICO CITY. Dec.. 1. President Diaz has been sworn in as President for the eighth time. The celebrations were curtailed in consequence of the disturbed state o£ the country. Telegraph communication with Matamoros has been resumed, and conditions are tranquil.
