FOXTON BOROUGH COUNCIL.

MONTHLY MEETING. The monthly meeting of the Foxtou Borough Council was held in the Council Chambers last night. Present: His Worship the Mayor (G. H. Stiles Esq.,) and Crs Speirs, Stewart, Gibbs, Robinson, Levett, Rimmer, Ross, Coley and Adams. Correpoudeuce was read as foil ows: — From R. McMunay, secretary of the newly-formed Rifle Club asking for a grant towards the cost of putting the target reserve in a safe and proper condition for shooting, the cost of which would be about £2O. —It was decided to grant £5. From S. Jickell, engineer to the Palmerston North Borough Council, advising that the Council had a quantity of pipes suitable for sale.—Received.

From the County Clerk, Sanson, in reference to the extension of the tram to Greatford, asking that steps be taken to bring pressure on the Government in the matter. —lt was decided to write the Manawatu County Council, advising that if they convened a meeting of delegates from the various local bodies interested, Foxton would send delegates to such meeting. From the Treasury advising that the amount of ,£lx7 os id, subsidy on rates, had been paid into the Bank of New Zealand. — Received.

From Frank Spiers asking that the borough roads be thrown open for the grazing of stock. —It was decided that the roads be thrown open for the months of November and December from 8 a.m. to 6 p.m. From the Chief Health Officer, outlining a scheme of inspection of boroughs etc., by health officers employed by the Hospital Boards. He suggested that the sanitary inspector should be under the control of the District Hospital Board, and that the various local bodies interested should pay the inspectors’ salary for which there was also a Government subsidy. —lt was decided to adopt the scheme laid down by the Chief Health Officer, under the jurisdiction of the Palmerston North Hospital Board. From Mrs W. Petrie complaining that on account of the roadmen’s work the surface water from off Cook Street settles on the adjoining sections, and asking for some relief.

There was some discussion as to the best way in which to get the water away, it being suggested that a pipe drain be put through the private property adjoining to bring the water into the Awahou stream. It was decided however, that rather than interfere in any way with private property, that a drain be made from the culvert now laid across Cook street down to Johnston Street, then down Johnston Street to the creek ; said drain to be laid with pipes.

The poundkeeper reported that during the month of September, 10 head of cattle and 25 horses had been impounded by the ranger, and driving fees amounting to 14s had been collected.

The Inspector of Nuisances reported that the borough was in a clean condition. He suggested that the ridge in the cemetery be graded, and that steps be taken to stop the spread of wattles. —It was decided that the Town Clerk visit the spot and see what work is necessary.

Accounts amounting to 14s id was passed for payment. It was decided that the Town Clerk be authorised to visit Marton, Palmerston North, and Woodville to enquire into the method of keeping gas accounts in those places. He was also authorised to meet the representative of the Foxton Gas Company and take an inventory of the stock.

At y.s p.m. the Council went into committee to discuss finance in connection with the purchase of the gasworks. On resuming business it was resolved that a special meeting of the Council be held on Monday, the 17th instant at 8 p.m., to make a special rate for the gasworks loan.

The price of gas was fixed at 12s 6d per 1000 feet for lighting, and 10s per 1000 feet for cooking and heating, to be reduced to 10s and 7s 6d respectively if paid on or before the 10th of each month, but no reduction will be allowed on any account whatever alter that date except when the 10th falls on a Sunday or holiday, in which case payments may be made on the 1 ith of the month.

The Mayor and Crs. Speirs, Coley and Gibbs were appointed a gasworks committee to take over the gasworks and to deal with all matters connected with same, and a meeting of the committee will be held after the special meeting on Monday, the 17th instant.
