London, July 30.
Mr Lloyd George, in introducing the Budget, estimated the expenditure at £171,857,000, to which must be added the realised deficit of 26% millions, making with arrears of payments to the local taxation account £198,937,000. This is an increase of 755,000, and includes £5,461,000 tor the navy and ,£3,250,000 for the army.
The estimated revenue is £■199,79 1 ,000, leaving a surplus of £861,000. No new taxes are proposed, but the whisky and other taxes will be altered.
The pauper disqualification for Old Age Pensions will be removed in January. Insurance against unemployment and invalidity on a contributory basis will be started in 1911. Trade has been good this year, and will be better next. There has been a drop of ten million gallons in the spirits consumed, but no loss to the revenue, and a distinct gain to the community. This was accompanied by a drop of 33 per cent, in the convictions for drunkenness in Scotland, and an improvement in some districts of Ireland to the extent of 35 per cent. In England the convictions showed a decrease of 18,000. The Premier has announced that Parliament will adjourn at the end of July till November.
