Barou Von Heeckeren assserts that M. Kuyper, a former premier of Holland, frequently discussed the Kaiser’s intervention in 1904.

Van Heeckeren in the Dutch Senate recently asked the Foreign Minister, Dr Van Swinderen, to take steps to guarantee the integrity of the Netherlands. He declared that this was necessary because the neighbouring sovereign had intimated a few years ago that he would be obliged to occupy Dutch territory unless Holland defended herself against Britain. The Minister had previously stated that Holland’s integrity was sufficiently guaranteed.
